Mykola Tomenko, the Deputy Chairman of the Verkhovna Rada of Ukraine deems that despite the fact that scrutiny of the bill "On Whole Ukrainian Referendum" is postponed till autumn, it is quite obvious that the power is not gong to withdraw the idea to make the Constitution suitable for their needs.

 

The Deputy Chairman also deems it obvious that the easiest way to reach this purpose was suggested in the bill on referendum: through the rejection of the amendments to the Constitution introduced on 8 December 2004. "Taking into the consideration illegitimacy of such step, to put it mildly, it is extremely important for the authorities to receive 300 votes in autumn, if not de jure, then de facto, through the voting for the bill on referendum and number of other sensitive laws", M. Tomenko explained.

 

The Deputy Chairman of the Verkhovna Rada is convinced that the fact whether they manage to fulfill their plans or not, would depend on numerous details and circumstances. One of the most important reasons, according to M. Tomenko, is "non-acceptance not only by the opposition but even by the society of such steps." "Not less important circumstance is that the broadening of the spree of the subjects of the possible constitutional majority would form the serious tension and conflicts within the present team of the Party of Regions", the Deputy Chairman stated.

 

"Thus, despite the future local elections, the problem of the constitutional majority and possibility of the adoption of Constitution for the President remains the most topical issue for the discussion and consideration", M. Tomenko explained.
